Chapter 10 - The Report They Buried

The woman who finally explained Beacon Civic Strategies worked at a public library. Her name was Flora Price, and she had once been a junior payroll auditor for one of the companies owned by the Baron family. She contacted Grace only after reading that Ridgemont's maintenance accounts were under independent review. She had left her old job two years earlier, after a supervisor told her that asking further questions about contractor hours would be bad for her career.
Grace met Flora with an outside investigator, not Elias. Flora brought copies of records she had lawfully retained as part of an earlier whistleblower complaint, along with a letter from the agency that had received her original report. She spoke without theatrics. Payroll entries for temporary cleaning crews had repeatedly shown more workers and longer shifts than time sheets supported. Some workers were paid through subcontractors with almost no oversight. The excess moved through a chain of consulting companies that issued polished invoices for services no one could identify.
"I reported what I could prove," Flora said. "Then my supervisor told me the problem had been corrected. Three months later, the same vendors appeared under different names. I quit."
"Why speak now?" the investigator asked.
"Because the woman in that video was my age. I recognized the uniform from my mother's old job. It bothered me that a teacher got mocked for cleaning up a mess someone had already been paid to handle."
Grace asked permission to share the documented parts of Flora's testimony with the appropriate investigators. Flora agreed. She did not claim to know who ultimately received the money, and Grace was careful not to ask her to guess. Elias received a written summary that evening. It described a pattern older than his decision to reform the family businesses and showed that the problem couldn't be solved by reimbursing one school.
"I need the board of my holding company to preserve everything," he told Grace. "And I need to disclose my own oversight failures. If somebody brings a claim, I don't want to hide behind the fact that my uncle signed the checks."
She looked relieved. "That decision will cost money. Possibly the property fund you're building."
"Then it costs money. I'm not trading the workers' wages for a beautiful annual report."
Meanwhile, Karen's lawyer had examined the consulting offer. Nadia recommended a formal response declining the position and preserving Karen's rights. The timing and wording raised serious questions, though an investigation would be needed to establish anyone's intent. Karen signed the response in Nadia's office and went home with a headache. She had turned down a salary larger than any she'd ever earned. She was proud of the choice and furious that making it meant another anxious week counting bills.
Naen called that evening with news from Ridgemont. The independent reviewers had interviewed Bianca and requested the unedited original of the hallway video. Bianca claimed she couldn't locate it. Then a parent who had received the recording on the first day forwarded the original group message, including the caption Bianca had added. Naen thought the investigation would end Bianca's ambitions for an administrative promotion.
"I don't want her ruined just because she was cruel to me," Karen said. "I want her to understand that public cruelty is a choice with consequences. And I want the people who encouraged her to be examined too."
Naen made a thoughtful sound. "I think the children have taught you more about fairness than the rest of us managed to learn at this school."
"Some days they mainly teach me that glitter is impossible to remove from carpet."
They laughed, and Karen realized how much she'd missed ordinary conversations about teaching.
The next morning, Teresa received a call from an unknown number. A man suggested that her son would regret investigating his own family. Teresa asked him to repeat the threat for the record. He hung up. She documented the time, contacted Grace, and informed Elias without making the kind of emotional scene he expected.
"I raised you to read people carefully," she told him. "Don't use your fear for me as an excuse to do something foolish."
Elias increased reasonable security around her home at her request and reported the call through counsel. He resisted the old family habit of sending men to frighten whichever relative seemed responsible. He wasn't going to claim to build a lawful future while continuing to handle inconvenience with intimidation.
On Friday, the independent reviewers discovered that a server containing archived procurement files had been scheduled for routine disposal unusually early. The school's IT director stopped the process after receiving a preservation notice. The copies recovered from the server didn't magically prove every transaction was fraudulent, but they preserved several versions of contracts that the final accounting package had omitted. One version listed Beacon as a subcontractor. Another, dated only six weeks later, erased it.
Karen learned about the preservation order from Nadia, who told her that the review was making progress. She didn't ask for confidential records she wasn't entitled to see. Instead, she turned to a different problem: Toby was growing more tired. He stopped halfway up the apartment stairs and claimed he only wanted to inspect a spider's web. Karen knew him too well.

She called the cardiac team and reported the change. The nurse advised her on the next steps and told her not to wait if he developed acute symptoms. Karen packed Toby's hospital bag that night, making him a participant by letting him choose the books and the ridiculous purple spaceship he'd colored at his previous appointment. He complained about her worrying, then tucked his old plastic medicine cup into the side pocket.
At one in the morning, Karen heard him call her name. When she entered his room, he was sitting upright, pale and frightened, struggling to explain why he suddenly felt so unwell. She reached for the emergency number with hands that had steadied an entire classroom of children. Tonight those hands were shaking.
