Chapter 19 - The Undercover Test

At 9:00 PM on Wednesday night, the State Department of Transportation administrative building in Capital City was silent and nearly deserted.
Ethan Carter, wearing the navy blue uniform of an authorized night custodian, pushed a commercial cleaning cart through the third-floor archive corridors.
Beside him, Rosa Mendez—similarly disguised in maintenance overalls and a high-visibility vest—pushed a heavy industrial floor buffer.
"I can't believe you talked me into breaking into a state government building," Rosa muttered under her breath, keeping a watchful eye on the security cameras overhead. "If we get caught, I'm telling the warden that this was your idea."
"We're not breaking in," Ethan whispered back, tapping his digital visitor security badge. "Marianne's legal team obtained temporary custodial contractor clearances for our cleaning service. We have forty-five minutes before the night security supervisor does his manual floor rounds."
Ethan guided his cart to the secure document repository in room 312.
Using a duplicate magnetic keycard provided by a sympathetic whistleblower within the municipal records department, Ethan swiped the electronic lock. The LED turned green with a soft click, and the heavy steel door swung inward.
Inside, towering steel shelving units held tens of thousands of archived architectural blue-prints, land deeds, and environmental soil assessments dating back seventy years.
Ethan pulled his smartphone flashlight and began scanning the catalog numbers for District 4: Riverfront & Historic Elm.
"Here it is," Ethan said, pulling a thick blue cardboard binder from the lower shelf: *State Route 9 & Riverfront Redevelopment Assessment — 2024.*
Ethan flipped through the official reports.
As he reached the core soil toxicity and historical landmark addendum, his jaw dropped.
"Rosa, look at this," Ethan whispered.
Rosa leaned in close. The original environmental assessment, conducted by state geologists six months prior, clearly declared the entire Riverside Corner block an irreplaceable historical landmark and an active underground natural water filtration wetland, legally prohibiting any heavy commercial excavation or demolition.
Stapled over the original certified document was a forged addendum on Senator Richard Sterling's official legislative stationery, falsely categorizing the property as a 'hazardous industrial brownfield' requiring immediate structural liquidation.
Attached to the back was a private subcontract agreement awarding the twenty-million-dollar demolition contract to *Vanguard Infrastructure LLC*—a company registered to Senator Sterling's personal family trust in Delaware.
"They didn't just bend the rules," Rosa gasped, snapping photos with her phone. "Sterling forged state environmental certifications to award his own family trust twenty million dollars in taxpayer demolition funds!"
Suddenly, the overhead fluorescent lights in the archive room flickered on with a sharp buzz.
"Don't move! Keep your hands where I can see them!"
Standing in the doorway was the chief night security inspector, accompanied by two armed state troopers with hands resting on their holstered sidearms.
Ethan slowly closed the binder, holding his hands out in the open, his pulse hammering against his ribs.
"Step away from the filing cabinets, young man," the state trooper ordered, stepping forward. "You're under arrest for unauthorized access to classified state archives."
Ethan looked at the officer's badge, then met his gaze with steady, unflinching courage.
