Chapter 21 - The Secret Benefactor

By 8:30 AM on Thursday morning, the grand granite steps of the State Capitol building in Capital City were swarming with over three hundred journalists, television camera crews, and hundreds of outraged citizens holding signs that read:
**"SAVE THE CORNER TABLE!"**
**"PROTECT OUR HISTORIC COMMUNITIES!"**
**"NO CORRUPT EMINENT DOMAIN!"**
Inside the capitol press rotunda, Senator Richard Sterling stood at a podium adorned with the state seal, flanked by five grim-faced political aides and two high-priced corporate attorneys.
"Ladies and gentlemen of the press," Senator Sterling announced with polished, theatrical solemnity, "the state's eminent domain acquisition of the Riverside Corner commercial block is a necessary, progressive step to modernize our transit corridors and eliminate hazardous industrial blight. Despite the emotional protests of special interest groups, structural demolition will proceed tomorrow morning at 6:00 AM as scheduled by law."
A reporter from the *Associated Press* raised her hand. "Senator, what about allegations that your family trust owns Vanguard Infrastructure, the firm awarded the no-bid demolition contract?"
Sterling smiled smoothly, waving the question away with dismissive arrogance. "Pure political slander manufactured by disgraced corporate raiders trying to distract from their own legal liabilities—"
**"Then why is your signature on the Delaware registration certificate, Senator?"**
The strong, clear voice cut through the rotunda like a gunshot.
The entire press gallery gasped and turned around.
Walking down the center aisle of the rotunda was Ethan Carter, accompanied by Victor Hayes and Sergeant Thomas Vance in full state police dress uniform.
Ethan walked directly up to the press riser, unzipped his leather messenger bag, and placed the original blue Department of Transportation binder directly on the podium in front of Sterling's microphones.
"This is State Geological Assessment File 2024-B," Ethan announced to the flashing cameras. "It proves that Senator Sterling forged the environmental toxicity reports to unlawfully seize historic land and award his own family trust a twenty-million-dollar contract."
The reporters erupted into frantic shouting, microphones thrusting forward like a forest of spears.
Sterling's face turned from bronze to a sickly, mottled grey. "This is an unverified leak! You have no legal standing—"
Victor Hayes stepped up to the microphone, his presence commanding absolute silence across the chamber.
"At 7:00 AM this morning," Victor said, his deep voice resonating with immense authority, "the Swiss Federal Banking Commission and the United States Department of Justice unsealed forty-five million dollars in illegal foreign kickbacks deposited into Senator Sterling's numbered accounts."
Victor turned and pointed toward the rear entrance of the rotunda.
Six federal agents in dark suits, led by Special Agent Davis of the FBI Public Corruption Task Force, marched down the marble steps.
"Richard Sterling," Special Agent Davis declared, holding up a federal warrant signed by the Chief District Judge. "You are under arrest for federal racketeering, wire fraud, perjury, and violation of the Hobbs Act. Step away from the podium."
Sterling's hands shook uncontrollably as the federal agents snapped heavy steel cuffs around his wrists in front of sixty live television cameras. His aides scattered like frightened birds, and the press corps swarmed the scene in a deafening frenzy of strobe flashes and shouted questions.
As Sterling was escorted away in disgrace, Ethan looked over at Victor.
The elderly billionaire suddenly swayed, clutching his chest with a sharp gasp of pain.
"Victor!" Ethan cried out, catching the older man before his knees could buckle.
"I'm alright, son..." Victor whispered weakly, his skin pale and cold as he leaned heavily on Ethan's shoulders. "The heart... it's just tired. But the table... the table is safe."
Ethan shouted for paramedics, his heart leaping into his throat as the flashing cameras shifted from the corrupt senator to the falling billionaire.

As the emergency sirens echoed across the capitol plaza, Ethan made a silent, unshakeable vow: he would not let Victor Hayes's legacy die.
