Chapter 8 - Whispers in District Four

The rain began to fall in heavy, relentless sheets over Westbridge, turning the city streets into glistening mirrors of asphalt.
Inside a secure, off-the-grid safehouse in District Four—an old maritime radio outpost overlooking the industrial harbor—Caleb, Sarah Vance, and Detective Lucas Miller spread the contents of Daniel Reed's case across a steel table.
Lucas Miller stared at the surveillance photos with hollow eyes. "God forgive me... I worked beside these men every day. Chief Vance, Judge Harrison, Councilman Briggs... Thorne had everyone on a leash."
"How deep does the operation go?" Caleb asked, inspecting the harbor logistics maps found in the drive.
"Thorne isn't just running local extortion," Sarah Vance explained, tapping a series of shipping manifests on her laptop. "He's using the Westbridge commercial port as the primary entry point for illegal international arms shipments. In seventy-two hours, a cargo freighter called *The Northern Star* is docking at Pier 14. It's carrying over two hundred million dollars worth of illicit military hardware destined for cartel distribution."
"And Thorne needed the five million in bearer bonds from the bank to pay off the harbor customs officials," Caleb realized, putting the pieces together.
"Exactly," Miller nodded grimly. "When you stopped Marcus and the bank heist failed, Thorne's entire timeline fell apart. He's desperate now. He's pulling every corrupt resource he has to secure that pier by brute force."
"We can't use regular SWAT or city police," Sarah warned. "Commissioner Vance will leak any operation directly to Thorne. The second federal agents move in, Thorne will ambush them or divert the ship."
"Then we don't bring an army," Caleb said, his voice cold and commanding beyond his eighteen years.
Miller looked at the teenager in astonishment. "What are you suggesting, kid?"
"We hit Thorne where he feels safest," Caleb said, pointing to a blueprint of Thorne's fortified estate on Ridgeview Heights. "Thorne keeps the master server that coordinates the port security cameras and dock manifests in his home study. If we seize that server before the ship docks, his entire corrupt network will be blind, and the Department of Justice can seize the ship without firing a shot."
"Infiltrating Frank Thorne's private compound is suicide," Miller argued. "He has twenty private mercenaries guarding that perimeter twenty-four hours a day."
"They're guarding against traditional police raids and rival gangs," Caleb replied, his eyes gleaming with tactical focus. "They aren't expecting a ghost."
Suddenly, the red emergency light on Miller's encrypted police scanner flashed.
*"All units, priority broadcast. Code Red at County Detention Center. Prisoner transport vehicle ambushed on Route 9. Inmate Marcus Hale has been abducted by armed hostiles."*
Sarah gasped. "Thorne is going to execute Marcus before he can testify!"
